Drowning is quiet and it is fast. A child can go under in under a minute in water that looks perfectly calm.
Layers that work
Fencing. A four-sided fence separating the pool from the house is the most effective single measure. The gate must be self-closing and self-latching, with the latch on the pool side at adult height.
A three-sided fence using the villa wall as the fourth side is much weaker, because the child only has to walk out of the back door.
Gate and door alarms. Fitted on any door leading from the villa to the pool area.
Pool alarms. Surface wave sensors or wristband immersion alarms. Useful as a backup, not as a primary measure.
Safety cover. A mesh cover anchored to the deck, rated to hold an adult's weight.
Drain covers. Every suction outlet needs an anti-entrapment cover, correctly fixed. A missing or broken drain cover is an emergency repair, not a maintenance item. Two suction points splitting the flow removes the risk of a single point holding someone down.
What does not work
Inflatable armbands as a substitute for supervision. An adult present but distracted by a phone.
Practical additions
Keep a reaching pole and a ring buoy at the pool side. Teach children to swim early. Learn CPR, since the first few minutes matter more than the ambulance response time.
