When regrouting is enough
If the tiles are firmly stuck and only the grout has washed out, regrouting works.

Tap the tiles with a wooden handle. A hollow sound means the adhesive has failed behind them and water is sitting in the void. Regrouting over that traps the problem.
Those areas need cutting out back to sound substrate.
