You cannot legally build a pool in a Dubai villa without approval.
The two stages
Stage one, developer NOC. If the villa sits in a master community, the developer or the owners association must approve first.
The Municipality reviews and issues the permit.
What the submission includes
- Site plan showing the pool position and setbacks
- Drainage strategy for backwash and pool emptying
- Contractor trade licence and Municipality registration
- Title deed or Ejari and the owner's passport copy
Key rules to design around
Backwash water cannot discharge to the storm drain. Every suction outlet needs a compliant anti-entrapment cover. Electrical work needs earth bonding of all metal within reach of the water.
Who handles it
What matters in Dubai
Pool systems work together. Lighting, automation, covers, fountains and cascades and safety equipment can affect circulation or access. Each addition should be checked against the existing plant rather than treated as a separate accessory.
What to check before work starts
The existing pool or room should be inspected as a complete system. Visible damage may sit beside a separate problem in the pipework, controls, waterproofing or ventilation. A written scope should identify the affected parts and state which surrounding surfaces need protection or opening.
Any new system should be checked against the electrical supply and the existing controls. Cable routes, isolation and waterproof connections belong in the scope before the pool finish is opened.
